Geneva City Council

The City of Geneva met in a regular session on Tuesday, February 13, 2024. The meeting was called to order by Mayor Steve Bailey at 7 p.m. at the Geneva Community Center. Present were Council members Phillips, Wayne and Worrell. Absent was Bartsch. Clerk Tufte, Treasurer Mattson, Fire Chief Boswell and Maintenance Jim Beenken were also in attendance.  There was  one guest.

 

The Pledge of Allegiance was recited.

 

Phillips/Worrell moved to approve the Minutes and Agenda from previous meeting held January 9, 2024. Motion carried.

 

Wayne/Phillips moved to approve the Minutes from the Special Meeting held January 16, 2024.  Motion carried.

 

Beenken reported that he had some trouble with one of the pumps and had to purchase a new one. MDH had recently performed their rad chem testing, which is done quarterly.  

 

It was reported that the grant for the Fire Truck and also a grant for Turn Out Gear for the fire department had both been submitted to FEMA.

 

Tufte updated that she has not received any responses to the request for applications for the positions needed to staff the City Pool. It was decided that, if we do not have applicants prior to April 1st, we will be required to shut the pool again this year.

 

The Active Transportation Grant and Navigation Grant have both been submitted and should receive information concerning approval/decline later this year. These grants will assist with the proposed downtown sidewalk project.

 

Empire Pipe has now completed televising and cleaning sewer lines and Engineer Bienfang will give results at the March meeting.

 

The PNP Election will be held at the Community Center on March 5th from 7 a.m. until 8 p.m. for both City and Township. Tufte has Judges staffed for this election and the two upcoming elections later this year.

 

Mattson updated the Council on the Audit. The Audit is under final review and we should have results in the next month.

 

Motion by Wayne/Worrell to approve the Ordinance 01-2024 to uncombine the positions of Clerk and Treasurer effective January, 2024. Motion carried.

 

The Council went on to discuss revising the City Ordinance on Farm Animals to include naming an Animal Control staff member as well as impounding animals that are seized, per the recommendation from our City Attorney. Beenken will reach out to two prospects on the position of Animal Control, and once we find that person, we will revise our Ordinance and start the process of enforcing the Ordinance which states no farm animals are allowed in City limits.  

 

The Council has made the decision to start their monthly meetings at 6:30 as opposed to 7 p.m. going forward. Tufte will add the time change to both the Website and Facebook page.   

Motion by Worrell/Phillips to approve the Financial Report as presented by Mattson. Motion carried.

 

Motion by Wayne/Phillips to approve the Bills Payable. Motion carried.
